Early Learning Task Force

AOC Early Learning Task Force Charge:

Governor Kitzhaber has articulated a priority to better coordinate early learning programs for Oregon's young children and their families, with the goal of having all children ready to read by first grade and all children reading by second grade.  The governor put forward legislation (SB 909) to establish an Early Learning Council, linked to a broader K-20 educational investment strategy.   The charge of the Task Force is to recommend to the Association of Oregon Counties (AOC) Legislative Committee and Board of Directors how counties can most effectively contribute to the governor’s early learning priority. The method will include analyzing functions of the local commissions on children and families, local public health departments and other relevant county services.  It will be necessary for these county organizations to “repurpose” in order to identify specific roles and functions counties should play.  The AOC endorsed product of the Task Force will be delivered to the Governor’s Office, the Early Learning Council, and the Legislature (90 members) in October 2011.
